• Set Up Time:  8:30 am to 9:30 am.
• Inclement Weather:  This is an outdoor event (weather permitting). There are no refunds.
• Festival Area: The festival area begins at Case Avenue to Union Street.  The Car Show continues down Main Street to High Street – the two northbound lanes.

The Fall Foliage Festival is a terrific opportunity to sell your wares, showcase your business, or promote your cause or organization to Winchester and surrounding town residents and visitors exploring the fall foliage in beautiful Litchfield Hills. Our spectacular Car Show brings many additional patrons from around the state.  There is free parking and a free shuttle helping patrons experience the entire festival from one end to the other - also wheelchair accessible. Please follow Step 1, click "SUBMIT," where you will automatically be taken to Step 2 - Payment.
​You will have the option to pay either online or by check. Payment is due immediately to secure your space. 
​You will receive a confirmation once your payment has been received

✔️ Set-Up & Check-In

• Set-Up Time: 8:30 am – 9:30 am
• Entrance: Case Avenue only
• Check-In Deadline: 9:00 am — no call/no show vendors will forfeit their booth space

✔️ Festival Area

• Vendors are set up from Case Avenue to the YMCA
• Booths assigned by Friends of Main Street (FOMS)
• Vendors may not switch spaces without permission

✔️ Political Messaging

• Allowed only in the Festival area (not in the Car Show area)
• Space is purchased by political parties or candidates for voter education and to encourage voter participation.

✔️ Booth & Equipment  

• Tents are strongly recommended and must be weighted and secured by one of the three methods to the right –>>
• Stay within booth boundaries
• Vendors provide their own: Tents, Tables & chairs
• Vehicles cannot be parked alongside booths

✔️ Electricity & Generators

• No electricity available
• Notify FOMS in advance if using a generator

✔️ Food Vendor Requirements

• Email Health Department permits from Torrington Area Health District (http://www.tahd.org)  by September 6th​

✔️ Parking

• Free vendor parking within walking distance on Center Street - no vehicles next to booth

✔️ Trash & Cleanliness

• Vendors are responsible for their own trash removal and booth cleanliness

✔️ Licenses & Insurance (see resources below)

• Vendors must have all required licenses/permits
• Insurance Requirement:
  • Affordable Short-Term Event Insurance For Artisan/Crafters (below)
  • Add Friends of Main Street Winsted-Winchester Inc. as additional insured
  • Email certificate to [email protected] at least 5 days prior

✔️ Breakdown & Closing

• No breakdown before 3:00 pm
• Vehicles may only re-enter the Festival area when directed by Winsted Police

✔️ Weather & Refunds

• Outdoor, weather-permitting event, No refunds for cancellations due to weather

✔️ Right to Deny
      FOMS reserves the right to deny participation for:

• Missing deadlines, rule violations, failure to pay in full or lack of proper licenses/insurance

• Affordable Short-Term Event Insurance - ACT Go Coverage Details – Get a quick and easy short-term policy to cover you at a show or event or even a whole season of them.

For just a 3 day policy for artists/crafters, it's still $49. Food vendors only have an annual option since their business tend to be their full time jobs but it can be paid monthly and cancelled anytime should anyone need an option for a shorter period of time.

• Laws/Licenses Cottage Food License - If you make food products in your home to sell at fairs and markets, you will need a Cottage Food License.
• Sales Taxes - If you will be selling goods or services in the State of Connecticut, you must obtain a Sales and Use Tax Permit from the Department of Revenue Services.  
• Selling at a Fair - Selling at an Arts/Crafts Fair takes a lot of planning, preparation, products, and general supplies. ​

FOOD VENDOR REQUIREMENTS

• Food Vendors & Restaurants: ​Must secure the proper Health Department permits from Torrington Area Health District (http://www.tahd.org) and email to FOMS a paid receipt 15 BUSINESS DAYS (SEPT 6th) before the event. Email it to "[email protected]".​​
• Electricity: ​Electricity is NOT available on site. If you plan to bring a generator, you must inform us in advance.
